Training issues Brukl Report and Building Control

Hi all

Can anyone help. I've had the Designbuilder Training Certificate for a year now, and have just been told that because I'm not accredited I shouldn't being doing the Brukl Report to Building Control in the early stages of a project. Do you have to be accredited to do anything on Designbuilder.I know when the building is built then an EPC will be needed, and possibly at design stage, but from what I've heard only Level 4 Accredited Assessors should be issuing Brukl Report. Is there any legislation that states this?

Please help
