Are worthing the equipment?

Hi,
I play with germany WIF 2 and i have taken France in 1940 and UK in spring-summer of 1941 and taking rest of european countries or making them allies(spain potugal), problem is the delaying Barbarossa with an year, i give time for the soviets to prepare and can't take smolenks and kiev, soviets have many divisions and air, even i encircled 50-60 divisions in east karelia, baltic states and basarabia and Autumn is coming.
I ask if the winter equipment and rough equipment are worth. both have cost very high +20 day units time building, and +2IC. They compensate each other costs?
